As a part of the Ministry of Industry and Commerce (MOIC) initiatives to advance the competitiveness of small and medium sized enterprises (SMEs), the MOIC has identified a perceived need to improve the access of SMEs to capital, in order to fund their expanded operations.

A number of meetings have been held with various stakeholders, including banks, law firms and companies, which resulted in a decision to look at the Commercial Law with regard to the provisions for secured lending. The draft text (Click here to review the Draft text) of a proposed Secured Lending law is now being proposed for submission to the legislative process, and all interested parties are invited to make any comments on the text at the latest by March 21st, 2010.
